Because they want to fish shares as cheap as possible like you and me want shres cheap. I f oyu have the majority of holding you have the possiblituies to influence the company. So why shall they recommend a financing at .10....if fist, they do not already have any majorities and second, if market member dump shares of CDO below .10. Do you math: First you have to get in and get big.....than you can talk loud only!
By the way, it might be in your interest to see CDO financed at .10.......who knows which interests investors have with bigger pockets than yours! Bullboard member usually have no clue at all about real business and all possibilties as well as dirty games which are played at listed (and un-listed) stocks............ sorry, but this is fact.
