It is a pretty common exchange and getting more used. It is up to about 25 percent of the days volume. They will especially use Alpha, if the trade is already able to be filled, rather than let it sit there.
Though they will also throw it to Alpha and let it sit there too.
I have had stocks fill that on the TSX didn't even show that price for the entire day, because it filled at Alpha.
