If they release some news of value it should help the share price and thus any financing will be done at a higher price after the the 5 cent pp that will take place next. Voting proxy for reverse split was probably just added to agm material in order to save paper work by maybe having to do a separate vote further down the road. If all goes well they will not have to implement it and can carry on with same share structure.
