The Need for a PP

Why the need for these 2 reacent PP's with over $3 million in deferred exploration expenses paid for on the balance sheet????? Did that money just end up in the caymen islands or fantasy Mike's time share at temptation resorts in Cancun. Mike yu still swinging?

I can't believe this gem.hasnt been audited yet.
