Based on the feedback provided in the interview posted here if CRE management expects permits Q3, I expect to happen October or Q4 lol. Doubt anyone will do much during the summer months, particularly in Quebec.. Eric said consultations are over so it's really the politicans who has to make the decision

COMEX meets on July 14, I think we will get a recommendation then, after that I think both permits will come within a few weeks, that's just my own guess though, and a guess is all that it is.
