With the 404 comex minutes update the comex also uploaded their annual report 

After a quick read it seems the main issue for the comex to approve a new project is the traffic on the roads. I remember it was a hot topic during the nemaska hearings. Also Mr Fitzgibbon said on linkedin he was sorting out some issues with first nation about our project to get it moving. I suspect comex are dragging their feet before approving any project using the Billy Diamond road and the Route du Nord to try and leverage the govt into promising some kind of infrastructure or the acceleration of the La Grande Alliance wich includes a railroad project. anyway... my 2 cents... trying to read between the lines
