Mr. Michael Bailey co-founded Dunn Capital Partners in 2005 in Ottawa and serves as Managing Director for the firm.

Mr. Bailey developed and teaches his trading methodology and discipline to DCP’s traders. His managed trading group is focused on global base metals, commodities and equity trading within the framework of high reward, low risk strategies. Dunn Capital Partners has its origins in a start-up founded by Mr Bailey in 2005, through which he has actively invested his own capital in a range of M&A and private equity investments.

You got to ask yourself why is Bailey making this offer after TIO and VAA inked the deal. Why didn't he make the offer before the deal was signed. This sounds like a pro trader to me, trying to make some short term gain through trading. My own speculation is that this takeover will not happen because TIO nor VAA management would not tender their shares and Bailey knows it. He would eventually withdraw his offer saying that not all shares were tendered. In the meantime, Bailey may be selling in this runup and making a killing.
