The biggest hurdle that CVX to overcome is the cheat, short sighted government officials. If this hurdle could ever be overcome the potential bids won't be $450 million. IT WILL BE IN THE BILLIONS. After talking to these guys I shake my head. They do not get the concept of pay more up front and do it right and save big time in the end.
