If they get the military contract like they expect, this will help them to get financing for the Alucoil venture.  But this needs to happen. This company has been around for a long time with many potentials falling through. This time it looks like something is finally going on

I would suggest this recent volume is due to upcoming news that is yet public, someone is picking away for a reason
