If the Tuktu released dropped the price to 16 cents in the peak of the recesssion (or should that be trough) before any gold showings, than this news will not move the stock in any direction. Like ladon says, if it drops to 16 cents again, buy it up like dinner. Remember, this stock has traded at $2.00 on less, pre-recession. The major northern diamond mines are heating up now, and hiring.
As to manipulation, may as well ask who killed JFK and expect an answer if you believe that this stock is being held down intentionally. There are no indications on the level 2, or buying patterns, or insider trades, of such.
If you look at the volume the past week, it is indicative that most holders of the stock before the news release have continued to hold, the activity level was by no means large in comparison to other moves.
