In addition to 1 ) inaccessible pipeline and 2 ) disagreement wtih partners I have also seen somewhere that 3 ) DKL has not yet got the necessary permits and approvals from the authorities . Which is right ? 1 or 2 or 3 or , God Forbid , all 3 !!!!!!!

They are not mutually exclusive, Lutefish. "Inaccessible" does not necessarily relate to physical logistics. it could relate to 2 and/or 3. OR.....it could be for reasons outside 2 or 3. Remember, Decklar does not own the pipeline. Like most things in life, things are more complicated than they appear.
