If you suspect any securities laws have been violated, you are welcome to report the company or individuals to the OSC for investigation.  The more people that report, the more likely they would investigate assuming there is evidence of fraud or securities law violations happening.

I don't think the board owns enough shares.  The reverse split vote failed, so I see no reason a NO vote is not possible.   This stock is very heavily owned by retail investors, another potential red flag - company executives and board members have very little skin in the game.  The bulk of shares they own were probably not purchased on the open market either.

Maybe someone has a CanadianInsider account they can check quickly for actual numbers.
