RE:Help me understand why they would publish this now!?

RE:Help me understand why they would publish this now!?Maybe they just discovered the stock, or finally decided it was underrated enough, or felt they had better stocks to point their followers towards previously, or wanted to let their readers know of the impending news.  When you read the body of the article, the author clearly highlights all of the relevant projects for Southern Arc i.e.

Southern Arc is advancing two projects in Indonesia, holds a 26% interest and is operator of a high-grade gold project in Quebec, and is actively looking for new advanced-stage projects to broaden its portfolio.

The paragraph regarding Eagle Hill is giving the readers the reason they wanted draw attention to the stock i.e.

In August 2013 Southern Arc acquired a 26% interest in Eagle Hill Exploration, which owns the high-grade Windfall Lake gold project in Quebec, Canada. With gold grades averaging 10.1 g/t gold in the indicated category, Windfall Lake is in the top 7% worldwide of development-stage gold projects...Eagle Hill plans to release an updated resource estimate for the Windfall Lake project in early 2014.

Readers would only think that the ownership in Eagle Hill was new if they didn't read past the headline, so if it was meant to be pumping, they did a shitty job.  Newsletter writers can't be held responsible for their readers failing the rest of the article.
