I for one will offer the following.

There is no "need" for this and there is no "rule" for this.

Notwithstanding illegal deceptive or manipulative activities or unethical trading of some form, all of which have to be proven, Open Market trading like that which is happening here is strickly based on stock supply and demand whereby it is the sole responsibility of the buyer/seller to estimate/decide upon the value and act accordingly.

I believe what people normally refer to when inferring that a certain "price range restriction" in a stock "should be" in effect whilst a PP gets closed is really as a result of the potential perception that a PP price was set such that it would unduly advantage/disadvantage parties and hence be deemed unethical or dubious and thus worthy of investigative procedures.

But, we have recent moving averages (say 15 day) supportive of a .50 cent PP, pleanty of time and company disclosures to provide ample time for people to make informed decisions. In other words, I believe that the stock could move in either direction as we are well beyond any reason to believe foul play.

The PP will get closed when it gets closed period.
