They announced drilling on Indian

They announced drilling on Indianland has started and the price dropped. The Indians vote in a few days to allow them to drill on Indian land. If they vote yes isn't that anticlimactic . No upside because they already assumed they would get permission .

So what happens if they vote no ? How much will it drop then ? Seems like lots of downside and no upside riding on the vote.
