RE:RE:RE:RE:RE:RE:RE:Minister of FertilizersNot necessarily.   Remember politics are very much in play and timing of such big announcements is dictated by the politicians...who want to reap the most they can from an agreement like this.

As long as the Minister does not sign the Agreement EPO can hang their hat on not disclosing a material event because it's not official (not done). 

I beleive this this deal is done and awaiting a nod from someone.
