Dealing with a sovereign nation...

Dealing with a sovereign nation...Is anything truly binding with a sovereign nation?  I mean really?   Countries default on their loans all the facking time and leave their creditors scrambling.  

Again...perhaps this MOU is it!!!    India, Canada or anyone of the billionaires at the table can guarantee the loan...right?
