RE:RE:RE:First Nations deserve first refusal on Crown landsYou are correct, however, the Indian Act specifies that FN have governance.  Basically, the FN "own" the land but not the minerals or mining rights under the land.  In the case of the Muskowekwan reserve that is being changed as we speak.  It's all good.



In Canada, an Indian reserve (French: rserve autochtone) is specified by the Indian Act as a "tract of land, the legal title to which is vested in Her Majesty, that has been set apart by Her Majesty for the use and benefit of a band."[1]
