Yes the federal government has provided substantial subsidy, but the Qubec provincial government has taken a immense gamble in that new economic industrial sector. Provincial governments have an important role to play to initiate and support this new industry, and Alberta will have to commit it's support to this new industry at some point and in a significat manner.
