1. The Slovak geological law: https://www.vyvlastnenie.sk/predpisy/geologicky-zakon/ - check § 22 sec. 1 - I don't think Google Translate will cope with it properly, though, so here's a brief summary: the paragraph says that an exploration licence is granted for 4 years (happened in 2005) and can be extended twice, first for another 4 years (happened in 2009) and then for 2 more years (happened in 2013). Further extension is possible only if the total 10-year period turns out not long enough for completion of the geological task - which is obviously not the case here.

2. The quote of the ministry of environment's spokesman Maros Stano: https://www.rtvs.sk/televizia/archiv/7600/53842 (the news about Ludovika's intention to extend the licence starts in the time 39:13, Stano's words about not extending the licence can be heard from 40:58 on) - as you don't understand Slovak language, I don't think it will be of much use to you, though. But you can at least see the people holding "Stop uranium" banners, which can give you (and others) some hint as to how "happy" we in Košice are about these Canadian uranium diggers.

Have you read the memorandum yourself or do you just blindly believe what you are told by the EUU management? Take a look for yourself: https://www.menejstatu.sk/wp-content/uploads/2013/03/memorandum.pdf - page 3, point 6 translated: "This Memorandum of understanding creates no obligations according to the international law." Not sure what your "principles of natural justice" are but I'm afraid they are not applicable in this case...
