There was some chat on the BB about this before so I'll copy and paste Isnice's previous post as he explains it rather well .

The Canadian Depository for Securities Ltd.

"When you see that shares are held by CDS and Co. in the financials, those are the the shares that the Unregistered Shareholders hold, which means the sharehoders who the company can't contact by name and address.  They contact you and send you the forms through your broker, like TD or CIBC or whoever.  The others get their mail directly from the company or someone hired to mail out for them.  When it comes time to vote or you get the financials it includes the forms that allow you to become a registred shareholder.  So no, the 68 million shares are more actually less likely to be traded than the rest of them....."
