RE:RE:Weighted criteria used to choose the 150mwJeff, Can you help me understand why you say PREPA's not relaying Montalva's change in price was the real issue? 

It looks like we got knocked out in Round 1 based on the consultant's assessment that our transmission line was too weak to handle our project in an emergency.  They weren't even considering price in Round 1. So they can just say, "So sorry about not relaying your improved price but that only mattered in Round 2; you got TKOed in Round 1."

I'm not agreeing with the consultant's "conservative postion taken from an abundance of caution."  Nor do I think it fair that Luma's taking over of the grid in Nov. of 2020 was used as an pretext to throw out the agreements you had in place. 

It is yet another corrupt scam that any upgrades PREPA was prepared to make to the transmission line to facilitate Montalva suddenly got thrown out the window. It looks like they used Luma's takeover as an excuse to change the rules at the last second before the decision. This was not a fair, competitive bidding process.

Still, I fear the consultants' excess of caution and Luma excuse will provide enough cover to keep the winner's in place and Montalva stuck in the next RFP to be decided in October. 

Have you started talking with Luma's engineer's to make sure you have a workable interconnection agreement in place for Montalva with them, now that they are in charge?
