FOMB Letter

FOMB LetterGreat letter from the FOMB to PREPA detailing the occurances from Tranche "0" and Tranche "1" delays.
Note in Appendix "A" page 8 in particular the average LCOE for the original PPOAs were US 9.9c/kwh and have now been revised to an average US 13.3c/kwh.
As per the GRB NR - "
Pricing including storage, is US 9.85 cents per kwh escalating half a cent per year to cap at 11.5 cents per kwh."
This pricing includes battery storage and building a transmission line upgrade (which was mentioned as never being required).
In our business we call this "leaving money on the table". Being the cheapest is great for electric rate payers but not for revenue generation.
Hopefully the LPO financing can help in these costs.
Having a defined "feasibilty study" for investors to properly review is essential forward, IMHO. If the deltas have been defined, lets see them.

The entire letter does show how disorganized PREPA (in particular is) and the system is still a mess.

According to the US Energy Information Administration residents of Puerto Rico pay 22.12c/kwh (there has been a request for a fuel increase surcharge) but certainly not 40c/kwh mentioned in Sven's last video.

Also note - "
Lastly, there have been additional hold-ups related to project permitting processes at the Puerto Rico and federal government levels." Things have changed in the past decade and the Sierra Club et al are trying to ensure the rules are being followed. Not like in the past.
They are pushing for more rooftops then large scale projects on environmentally sensitive and agricultural lands. This has grown expontentially in the past year with LUMA connecting 54,000 customers for 330Mw of renewable energy via rooftops.
