The FOMB did not approve the Montalva project.  Period. The only thing about it is Jeff has failed to tell his investors that they were originally part of an aprroved agreement in which the rates and project were to be negotiated. This was red flagged as costing the Puerto Rican people more then $315M more then it should have (bureaucratics and hedge funds linng their pockets). They were told
