 CIRO One started construction in violation of Law 57-2014 Ciro One Salinas is operating in violation of Law 57-2014, in its section 6.33, which provides that the Energy Commission “shall evaluate and approve all contracts between the Authority and any other electric service company, including independent producers of electricity. energy, before the granting of said contracts ”. This provision is applicable to “the evaluationand approval of the energy purchase and sale contracts through which an independent energy producer is willing to supply energy to [PREPA] ”.
 At the moment, CIRO One Salinas lacks authorization from the Bureau to proceed with the project. The appearing party requests that the Bureau decree the immediate cessation of the work of moving and removing the earth's crust, trees and vegetative material on the farm where it is proposed to build the CIRO One Salinas project. In addition, it must order the restoration of the land to its original state and the payment of a fine for non-compliance with the Resolution and Order of the Bureau that decreed the closing and filing of the petition for approval of the amendments to the CIRO One Salinas energy contract. . The area also used as a cattle grazing area. This evidences the agricultural character of the farms where it is proposed to build the project in controversy.
