Why is the PREB not responding to PREPA's and PBJL's request for an extension to July 27th for the feasibility study by LUMA.
On August 24th the parties issued another extension request to September 13th 2022 and to date the  PREB has still not resonded .

"The Energy Bureau has yet to enter a ruling regarding the request for extension".

"3. Currently, the parties continue communications and await some technical and timing concerns about LUMA's invoice for the feasibilty study."

Definition: Over four months later, no feasibility study completed because LUMA doesn't know who is paying their bill for the study to be completed.

All approved projects from the initial Tranche #1 RFP with been issued PPOA's.
Tranche #2 is awaiting the bid closing.

I have been in contact with the PREB and there are no more filings post August 24th related to the study. Within the RFP process it is the proponent that responsible for these costs.
"Proponents shall submit, along with each proposal and all other required fees, the Feasibility Study Fee and the Interconnection Studies Fee, as set forth in Section 5 (Proposal Submission Requirements)."

Possible the PREB is awaiting the period of the Tranche #2 to be processed.
Wait, wait , wait.
