In this case, it appears that the Water District are just being jerks. Why they wouldn't allow pumping credits for a new recharge source, no matter the original water source, makes it appear that either they want to keep the city hostage to their water supply, or they simply don't want Tehachapi to grow. This is small-town politics at its worst, but oh so typical.

All good points. It would be interesting to see the original MOU and what the Water District has decided it doesn't like under today's conditions.

Sorry, this line should say, "If the City was not capturing this storm water it would be naturally returning to the basin."
