RE:RE:Health Canada's (Belated) Response to Your Enquiry You might be onto something Iscfa but for the fact it took them 6 months to answer a pretty simple question that you e-mailed them back in April.   It begs the question how long it may take to authorize its specific use as a pesticide ?  Unforfortunately government red tape and ineptness persists because there is no motivation for government employees to take initiative or look at these applications with any sense of expediency.  Not knocking government employees, just a laborious process to get anything approved through bureaucracy. JMO
