Electrification ?
The value of an oil refiner and retailer (CITGO) of the product Gasoline should be affected by the solar electrification movement taking on momentum as we write this post. It is going to be global.
All the CITGO fuel stations could be a resource for EV charging as well as getting gas .

Citgo is worth at least 8 bln

It's only worth what someone is willing to pay and there are only a handful of bidders. Those bidders have seen Citgo's books. They know what it is worth to them. They also know after the sale there will most likely be more litigation, costing millions of dollars and possibly lasting for years.
