I figure reasonable fear is the reason.FARC has rocket launchers and Venezuela moved their army close to Columbian border.Not a good time to fly a helicopter so close to the border.Their's been saber rattling between Venezuela and Columbia since Columbia Killed a FARC leader in Ecuador and the US sent military consultants to 7 Columbian military bases.

At any rate it'sgood practice to hire the locals right away and get some good PR. VENTANA and GREYSTAR are doing the same thing.The whole area is sensitive to the socialist and capitalist frictions.So good corporate practices toward the local population is paramount.
