BT stated that there are companies that do testing but do not provide sufficient information as to the details.  For example, you can show a lot of improvements to an existing battery by chosing a battery of poor quality.  He explained that they chose a battery whose performance is well known and is one of the better ones (maybe the best one, I don't recall, doesn't matter, you get the gist).

So, his point is that they are being very transparent in their testing and results so that they can be as meaningful as they can be to external parties contemplating HPQ results.

18650 is just one of a number of different types of batteries using pure graphite anodes to which SIOx can be added.  So there is a bunch of testing that continues and can be done. Measuring effectiveness of current SiOx over more cycles, trying to optimize the quality and proportion of SiOx to do the same, incorporating it into other type of batteries and doing such testing, etc, etc.
