While various parties can express their interest behind the scenes in varoius informal and formal ways, I believe that BT was empathetic that completion of a pilot plant (and I presume production of resulting products) is one of the key stages where these interests may solidify and others may start pouring in.
Sure, nothing is formulaic and anything can happen at any time, but pumpers can correct me if I am wrong, the emphasis in the video by BT was on the pilot plant as being a key milestone.
Having said this, if one is resource challenged to build a pilot plant depending on the cost and resources, you will obviously have to find the funding and this is where you may need an external partner, either a potential partner vendor, or potential client or potential financier may have to be formally engaged through an agreement, thus lending to a key event before a pilot plant is built. Not sure that BT spoke about it this way but that is my logical interpretation for those that will accuse me of bashing because of a not intended suggestion that nothing significant for the SP can occur before a pilot plant is built.
The Agoracom guy tried to get a handle on timing of potential "commercialization" whichever way you want to define this. BT referred him to HPQ presentation where he basically said 2025 without nailing it down within the 12 months. Maybe that is in the presentation he was referring to. Is "pilot plant" synonymous with "commercialization"? Probably can have different interpretations where one is that if you pump out a product out of a pilot plant that someone pays to get, it is commercialized. They can clarify that at the next interview.
