As of June 5 the reactor was in a pre commissioning stage.

Pre-Commissioning of Fumed Silica Reactor Pilot Plant Underway

As for the capex of 1000 TPY reactor, 25 millions is chump change.

Also the time line is a conservative one.

A buy out is much more probable, sooner.
