Trump just amended the Defense Production Act I can't link the article right now but here is the quote
"By the authority vested in me as President by the Consitution and the laws of the United States of America, including section 303 of the Defense Production ACt of 1950, as amended (the "Act' 50 U.S.C 4533), I hereby determine, pursuant to the section 303 (a) (5) of the Act, that domestic production capability for Rare Earth Metals and Alloys is essential to the national defense"
Even if the pentagon is hell bent on only domestic Rare earth metals and alloys IF we get the mine and processing plant back then POTENTIALLY Trump just made Stan's a huge take over target. It's now a possibilty.
At the very least the development should stabilize or increase price of REEs and Alloys.
