Mr. Big's "ask" below current price

With anticipated good news giving the share price a 10% bump to $0.2219 it looks like Mr. Big is looking to accumulate more shares. (I'm guessing he has purchased at least 5 million shares in USOTC market, in small daily incremates this year)
