I would tend to agree with this observation.
For what it's worth, I took a small position in MBC this week
I had held it about a year ago, but sold (at a bit of a loss) as the price fell below $2.00
As such, I still had it on my watchlist, so recent news has re-triggered my interest.
My speculative buy, for the same value at which I sold, gives me 10x the shares I had before.
So it will definitely be sweet if this can recover to $1.00 or more.

One reason I think that MBC may stall at $0.20 is due to potential uncertaintly about the outcome of the upcoming Brazilian elections.  Admittedly, I'm not too familiar with Brazilian politics, but I've kept my eye on recent news reports, and I'm reading than an enviromentalist candidate, Marina Silva, is performing strongly in recent opinion polls, so I'm not sure what, if any, impact this might have on MBAC.  Articles indicate that she is pragmatic, nevertheless, I suspect election uncertainty may temper some of the enthusiasm that value-seekers might have towards taking a position in this stock.   I guess we shall see!
