My guess
We already have hired the people to run the refinery in Idaho and just maybe doing test runs

Jervois does not have a refinery in Idaho. They have a SAG mill and a Ball Mill and flotation ponds to reduce the mined ore to 10% of its volume consisting mainly of cobalt, copper and gold, along with some small amounts of other metals. This concentract will be transported to the refinery in Sao Paulo Brazil for final processing.

Buyreallow You are correct in that point , i meant we have already hired the people that will be trained to be operating the equipment jmho
