Who pays for the ice road?

I'm assuming KDI has been piggy backing for free it''s use of the ice road.

The question is who pays for it? and by the time KDI has a mine, how many operations are left to pay for that said annual ice road.

Diavik will be wrapping up as KDI would be getting into production. Ekati will probably be around unless Jay/Sable get shelved.

Another expense line in the PEA to look for. Will they include any of these potential costs in the economics?
