2 cent wallyes someone for a while has been trading back and forth among a few accounts trying to sweep up the low priced shares. Hoping that the tax selling would net them a few more. The realality is that most of the shares are held by insiders and longs. The Institution that dumped shares this summer droped only 11 mill of the total of 169 mill. All of the other shares are averaged in at a much higher price. This Stock will go up as soon as the main investors choose to move forward with projects. I due see an up tick here in 2019.
