More business doesn't necessarily = better business...

More business doesn't necessarily = better business...
Just trying to understand the angle of this company as an investment.

Assuming overhead costs of installation of fiber optics will be pretty static (since most of the costs will be labor), I'm guessing the company will be able to decrease expenses once they are able to get better deals on equipment and materials used, ideally lower insurance fees relative to business volume and so on... They will then be tasked with passing those savings on to cities to make themselves more attractive. How will they compete with other fiber optic companies?

I'm doing my DD but anyone who already knows this company well enough to give me a snapshot of things would be well appreciated.
