Company insiders have the right to buy and sell securities in their own firm so long as they are complying with securities laws and rules. This means, for example, that they cannot trade in their own securities when they are in possession of "material" non-public information, such as a pending take-over bid.
 

Good or bad then...short term...who knows...

Exception to this is - Pre Arranged BUY or SELL orders. An executive or Director can for example initiate either or type of orders AHEAD of time ( such as what Google execs did back then -0 6years ago if I recall).
 
Sell order every month for 16 months - clock work....Business as ususla and in compliance with the Rules, given that such orders were issued prior to any Material information being knowned or negotiated.
 
That said, in my opinion Mr. Moore does not have such agreement set up and is just acting on  a weak share price and betting on its increase in value. Again in my opinion that also fortells of no firm 'offer' on the table.
 
Glad to see his commitment with his own money in the play, but I will admit that I would have prefered he'd be locked out hence signalling that we are closer to some sort of a deal - which obviously we are not if he is still trading.
 
Patience, patience hopefully will be financially rewarding !
