I may add  in support of the author's argument with reference to W.V.,  that for example the Whitetail Kittaning Mine owned by Alpha and next door neighbors to NAG in Preston county, ceased mining as of December 3, 2008. 
The reason was not economy, but mine safety.  The mine produced 1.1 million tons during 2008 and today it's no more.  I am very optimistic that IF NAG ever gets to the production phase, they are not going to be stuck with unsold coal.

HHAPPY's account  of his conversation with Charles Desjardins is very reassuring.
