The way I read this is:
This is the LAST advertisement.  Therefore it might be possible for NAG to start running them (ads) BEFORE application is determined administratively complete.  As long as they run the advertising for at least 30 days and at least for one more day (last day) after the the application is determined administrativelycomplete they meet the criteria and have the permit :)

Anyone see it differently?
