It doesn't make sence to me, they either have a permit to mine or they don't, how could they be limited to 250 tons a year? 

How would they even enforce that?

If BCG goes forward with this de-watering and starts to process 30 tons a day this spring who ever bailed 500k today at .08 is going to be in for a shock.
