When the price starts to rise they sell off a few stocks to lower the price. This scare's off the uninformed weak hands and allows the institutional hawks to scoop up all the cheap shares! Thats why the price doesn't seem to go anywhere!
They have deep pockets and are controlling the price to fill their portfolio with one of the future big money makers!
This is a stock where you'll look at today and then a few months down the road when it skyrockets you'll say duh! "Why didn't I buy it???"
