This is why I have always been careful to refer to the 10M shres as an overhang.

An overhang contributes to the upper bound of the share price due to the uncertainty associated with any impending sale/dump.

And why does the overhang/poential still exist? Because i. 7M shares have already crossed, and ii. the administrators can promise all they want but if cash is determined to be required then they will not hesitate to liquidate assets - especially underperforming ones.
