I don't think a new environmental assessment certificate is required (the old one expired Dec 10, 2019), as the new footprint for the wind turbines is small. Industry is changing quickly with new wind turbine technology. The company was dealing with 3.8MW turbines 10 years ago, now it's 14-15MW. Capital/operating costs have declined significantly. Competitive electricial rates with hydro, so an EPA is more likely, than a decade ago. Despite everything, still have to pay attention to costs and options available for the project.
