NMG wasn't one of the "comfort letter crowd", no delays waiting on confirmation of permits and no doubt JV discussions were already in the making around the same time the NMG NR came out as it didn't take long to get the makings of JV'd drill program underway. Sound business strategy to let the neighbour 20 km from your discovery holes drill up their ground...this close if the drills find similar amounts & type of coal on NMG's ground, probable continuity of GXS's deposit will be that much closer to being determined, if there's no coal, then GXS will know in what direction not to drill, without them having spent $$$ - either way, it looks like good business judgment to use those exploration $$$ on the rest of the claims IMHO.
