To the best of my knowledge all of this has already been completed. To me it appears to be some form of intentional delay. Honestly this time once the pandemic calms a bit and vaccinations are rocking along I dont see the provincial and municipal Govt. delaying this any longer. Like surveyor said Its an attempt to create more paperwork. Possibly financial gain by the reserves. The reserve just north of my home just recieved 34 million CAD for something that sounds rather like a pile of BS. But I do have to say one thing, its good stimulus. They all have new cars. I have no issue with any ethnicity I just struggle to understand some things.
