The assumption is yes. Although anyone can write down ideas for the companies direction, tac them to a dart board, blind fold themselves, take a shot of cognac (why sip it and take your time - just slam it back and deal with it later), spin in a circle 6 times, and start free handing darts into the air.
Now, 3 darts in hand with no solid guess at the direction, all one can do is dish his best throw. If it were me, I wouldn't chance all three throws in the same direction. Throw once, turn 120 degrees. Throw again and turn one last time. But what if the board was in between those movements?
That would be the shareholders screaming for them to stop and listen, so they can hit the target for once!
They fire the darts anyhow. Now, even if they manage to hit the dart board, did they hit an idea? Was it one of the dozen ideas that have already failed? But we wrote them back down and neatly tucked them into an envelope for sheets n giggles? Or did they hit one that they have yet to try? No worries if they hit a new idea, we can offer a PP and raise another 10 million to pursue the 2 million dollar idea...
We will call the other 8 million, overhead...
